Convex / Votium Incentives, Round 2

The proposal of this vote is the following: use 7.5% of the planned ANGLE emissions for the period between the 29th of December to the 5th of January as incentives for vlCVX holders for the period of the 29th to the 12th of January. This would make up a portion of the total incentives as we propose to use a portion of the ANGLE rewards dedicated to Curve for the week between the 22nd and the 29th of December for these incentives too.
