AI summary

This proposal seeks to make the Arbitrum DAO's Code of Conduct and DAO Procedures permanent, rather than trial-based documents. It establishes a new 'optimistic amendment process' where changes can be proposed and implemented by the Operations Committee (OpCo) with community review, and delegates can trigger a vote if they disagree. The Code of Conduct will remain a standalone document, not part of the DAO's constitution, to allow for flexibility.

Impact

If passed, the OpCo will gain significant responsibility for maintaining and amending the Code of Conduct and DAO Procedures, as well as handling conflict resolution. This centralizes control over these foundational documents within OpCo, potentially streamlining governance but also concentrating power. Shielded voting for off-chain elections will become optional, giving more discretion to election managers.

Abstract

Following two trial periods of the Arbitrum DAO's Code of Conduct and Procedures, first adopted in November 2024 and refined further in June 2025, Entropy, in coordination with the Arbitrum Foundation and OpCo, proposes that the Code of Conduct and DAO Procedures transition from a trial-based framework to a living, persistent document, maintained by the OpCo.…
