Summary

This proposal asks the Aave DAO to apply a consistent rule to the isolated flag introduced in Aave V3.7 E-Modes:

Set isolated = true when an E-Mode permits borrowing any asset whose general borrowing is disabled at the reserve level.
Set isolated = false when all of an E-Mode's borrowable assets are also borrowable in the general market.

The specified changes isolate 15 E-Modes and remove isolation from three. All other existing E-Modes remain unchanged, including the seven expiring PT categories identified below.
