Mandatory voting creates bad incentive structures because (A) people will want to vote randomly to get their reward while their C ratio is favorable (B) the actual UI fails to recognize that someone voted meaning their rewards are lost
To remedy this situation I propose (A) removing compensation from the council members who voted for mandatory voting (B) SNX compensation from all those council members to be reallocated to an airdrop to anyone who failed to collect SNX rewards on 15 Dec and voted in at least one council election.
