Propose to leverage 5m$ of STG rewards for the next month in “bribes” to veCRV holders, CVX holders & Redacted Cartel.

Summary: STG/USDC is currently one of the highest generating volume pool for Curve finance without any CVX rewards nor having our position staked to earn plain CRV rewards. We should lead the way and boost rewards for the pool by bribing on Votium CVX holders in the next round.
